• With how many members can a new club be formed?

• Where can I find the examples of common mistakes in formation of new clubs?
In the “Organization of New Clubs Guide” , which also includes new clubs forms. It is freely downloadable from Rotary Website.
• How can a person become a member of a Rotary Club?
Membership in a Rotary club is by invitation only. The interested person should be invited by an existing member of the Rotary Club, which he/she proposes to join.
• What is the format in which most of the materials can be downloaded from the RI Website? What should I do if I can not open the downloaded documents?
Portable Document Format (PDF). This is a uniform reporting structure used throughout the internet with the help of Adobe Acrobat software. Using PDF files allows for better formatting, easier printing, and enhanced deliverability. PDF files are the predominant format for documents transmitted over the internet. If you do not have Adobe Acrobat, it is a free software Click Here to downloaded.
• Where can I obtain the latest information on membership about my club?
Through the “member access” on the RI Website. Though all Rotarians can access this facility by providing District No, Club No. and Individual Member ID and a valid e-mail address, only the President and Secretary of a club are allowed the access to membership information and much more. Individual Rotarians can contribute to the Rotary Foundation, view their contribution history and edit e-mail subscriptions.
• Who is the primary contact point in RI for my club/district?

• Where do I find contact details of Clubs and Rotarians all over the world?
In RI Official Directory (OD), which is available with the Secretary of the club.
• Where do I find the Constitution and Bylaws of Rotary International?
In the Manual of Procedure (MOP), which in addition to constitutional documents also contains the procedural aspects of functioning of Clubs and districts. It is revised once in three years.
• Can I attend a meeting of some other Rotary Club when I am on a visit to another city or country? Will it count against my attendance in my Rotary Club.
Yes. Upto 60% of the attendance in your club can be made up in this manner, subject to the conditions prescribed under Article VIII, Section-1 of Standard Rotary Club Constitution (Page 239 of Manual of Procedure 2004).
• How can I get Public Relations Tips?
PR Tips is a bi-weekly newsletter that offers innovative ideas for clubs and districts to promote Rotary in their communities. Subscribers can receive PR Tips regularly by e-mail. more

TRF FAQ
• What is Rotary Foundation (India) [RF (I)]?
RF (I) is an associate foundation of The Rotary Foundation of Rotary International registered in 1988 under the Societies Registration Act of 1860.Contributions from India are received in Rotary Foundation (India), on behalf of The Rotary Foundation, enabling the Donors to receive tax exemption for their contributions. The purpose of associate foundations is to increase contributions to The Rotary Foundation by helping donors realize tax benefits for these contributions.
• What is the Foreign Contribution Regulation Act (FCRA)?
The provisions of the FCRA, established in 1976, regulate the receipt of foreign contribution in the country. Foreign contributions means Donation from outside the country; delivery of funds from outside the country and transfer of funds from outside and subsequent transfer within the country.
• What responsibility do I have as an International Sponsor?
Communicate! Maintain a good relationship with the Indian host rotary club/district to ensure the RF(I) reporting requirements are being met by the host entity.
• What responsibility do I have as the India Host Sponsor?
To be in good standing with TRF and RF(I), report accurately and efficiently with the original financial documents, including utilization certificate, receipts and vouchers for all expenditures, and bank statement /bank reconciliation statement. Since the FCRA exemption to Rotary clubs and Districts is only for 2 years (01 April 2005 through 31 March 2007), TRF and RF (I) encourage Rotary clubs/districts of India to be registered under FCRA, so that their future programs do not suffer in case the FCRA authorities do not grant an extension
• What is the best course of action I can take to assist in the process?
Communicate with the program coordinator at TRF assigned to your district and TRF Staff at South Asia Office or Email.
• Are there additional reporting requirements for RF (I)?
Yes. Progress reports are due as of 31st March (to be submitted by 31st May) each year, till this project is complete and the grant file is closed. Auditor’s certification (duly stamped with their registration number) is mandatory with the progress report as of 31st March.The Final report for the grant is to be submitted to Rotary Foundation (India) within two months of the full expenditure of grant funds.The final report and 31st March must include: original financial documents, including utilization certificate, receipts and vouchers for all expenditures, bank statement /bank reconciliation statement must be included in all Final reports and 31 March reports. • Why all the extra reporting requirements?
The extra reporting ensures that the RI South Asia Office meets all mandatory reporting requirements as laid down by Government of India and as well as the incorporation requirements of RF(I) as an associate foundation of TRF/RI.
• If the Host Rotary club/district does not abide by the FCRA regulations, will this prevent both clubs from starting other TRF projects?
If the host club/district submits a complete final report by TRF standards, but has failed to meet RF(I) and FCRA regulations for closure, then the International partner will not be held accountable. However, the host club/district will not be able to participate in any new grants until RF(I) requirements are met. Thus, it is pertinent to the club’s status in TRF to abide by the regulations stipulated by RF(I).

Finance FAQ
• When does the semi-annual dues become payable by a club?
The semi-annual dues become payable on 1 January and 1 July of each year. They are required to be paid within one month of the date they become payable.
• What is a Semi-annual report (SAR)?

A semi-annual report package is prepared for each club, which contains the following:

  ° Mailing sheet addressed to the secretary.
  ° Semi-annual dues invoice stating the amount payable by the club, based on number of members estimated to be existing as on 1 January/ 1 July.
  ° Instructions to complete the semi-annual report.
  ° Semi-annual report worksheet.
  ° Membership list as per Rotary International records as of 30 November/ 31 May.
  ° New Members Form.
  ° Occupational and Language list and codes.
  ° The package is mailed to District Governors for further distribution to clubs in his district.
• How do I calculate dues payable by my club?

The club president and secretary are required to prepare the semi-annual report certifying the number of members existing as on 1 January and 1 July of each year. The dues payable by the club for each semi-annual period can be calculated as follows:

  ° Per-capita dues @ USD 21.50 per member existing as on 1st July 05 and 1st January 06.
  ° Dues for Council on Legislation, payable in July, @ USD 1.00 per member existing as on 1 July. Please Note that a club with less then 10 members is required to pay semiannual dues and COL dues for 10 members.
  ° Subscription for ‘The Rotarian’ @ USD 6.00 per subscriber. Rule for minimum 10 members doesn't apply for magazine subscription.
  ° Pro-rata dues @ USD 10.75 for every member who joins a club between 2nd July 05 to 30th September 05 and 2nd January 06 to 31st March 06. Prorata dues are payable only when billed in next Semi Annual Report .
• I have not received the SAR. How do I make the payment?

In case a club does not receive SAR, it can calculate the dues payable by it on the basis of members existing as on 1 January and 1 July. This payment should be sent along with the list of members. However, clubs can also request for a duplicate SAR to the Membership Data section at RISAO.

• In whose favor should the cheque/ demand drafts be drawn?

The cheques/ demand drafts should be drawn in the favor of ‘Rotary International South Asia Office’.

• Where do I send the payment?

The payment should be sent to our office at the following address:

• Do I get any receipt for the payment made?

Rotary International South Asia Office issues a receipt against the payments received, reconciling the amount received with amount actually payable by the club.

• How Clubs are Terminated and Reinstated?

°

Clubs are terminated after 180 days (6 months) of non-payment of financial obligation of over $250.00.

For reinstatement, a terminated club needs to comply with following points.

°

Within 90 days (three months) from the date of termination, a terminated club must fully pay its financial obligations, including all semi-annual dues that continue to accrue and a US$10 per member reinstatement fee.

°

After 90 days (three months), a terminated club must fully pay its financial obligations, including all semi-annual dues that continue to accrue, a US$10 per member reinstatement fee in addition, it must complete an application for reinstatement and pay a $15 per member application fee.

°

In order to maintain a club’s name, history and charter, it must be reorganized no later than 365 days (1 year) from the termination date.

°

An intimation is sent to the District Governor from the Club & District Administration Section on receipt of confirmation of reinstatement of club from World Head Quarters.

• How much time does it take to get a club reinstated from termination?

After the club pays all its outstanding dues to Rotary International South Asia Office and completion of recharter formalities If required, it reports the same to  head quarters at USA. A club is reinstated by them and the Club & District Administration section at our office is informed This section then in turn inform the concerned District Governor, who is responsible for communicating the status to the concerned club’s president/ secretary. The complete process takes approximately 3 weeks.

RF(I) FAQ
• How do I make contributions to Rotary Foundation (India)?

You are required to fill up the contribution form detailing the name of the donor, his address, ID number, details of his club, nature of contribution, details of the person in whose favor the recognition needs to be transferred.

• In whose favor should the cheque/ demand drafts be drawn?

Cheques/ demand drafts should be drawn in the favor of ‘Rotary Foundation (India)’.

• Do I get tax benefit on contribution to Rotary Foundation (India)?

All the contributions to Rotary Foundation (India) qualify for tax benefit under Section 80G of Income Tax Act, 1961 to the extent of 50% of the amount contributed. The Foundation issues a receipt against the contribution received, giving the details of payments and the exemption received from the tax authorities.

• Can I contribute on-line?

You can contribute on-line only to ‘The Rotary Foundation’, USA in which case you will not be entitled to the tax exemption available on contributions to Rotary Foundation (India).

• Can I make contributions in US Dollars?

You cannot make contributions to Rotary Foundation (India) in US Dollars.

• Can I give recognition to someone else at the time of contribution?

Yes, at the time of making contributions you can transfer the recognition to someone else.

Publication FAQ
• How can I place order for publications?

Any Rotarian / individual can place their order of Publications at RISAO by issuing the Order Form / letter / FAX filling in with their personal particulars and the desired publications. The orders can also be collected in person from the office on any weekdays between 9.00 am to 5.00 pm.(except Saturday, Sunday and Govt. Holidays)

• Are all the RI and TRF publications priced?

No. All the RI and TRF publications are not priced. However, there are few publications which are available Gratis (free of cost).

• Whether all the orders for publications are to be routed through RI World Headquarters?

No, the orders for publications can directly be placed at RISAO. Only those orders, which are paid through online shopping, can be booked through WHQ.

• How long does it take for RISAO to execute the orders after receiving at their end?

It normally takes two business days for the execution of the order, if the order form / details are correctly filled in and advance payment for any priced publication is attached with the order.

• Can the order for publications be dispatched against bill / Credit?

No. All the RI and TRF Publications including Audio and Visuals are dispatched against prepayment (advance payment only).

• Are some additional charges to be paid for postage?

No. The prices indicated in the RI Catalog include the packaging and postage charges, however for any urgent mode of dispatch, the charges for the same will be borne by the consignee.

• Can, any balance against Club / Individual Credit be adjusted against purchase of Publications?

No, any adjustment of credits for the club or Individual cannot be clubbed with any Publications order.

• Can the payments for publication(s) be made in US dollars?

No, the amount equivalent to the publication price must be paid in Indian Rupees and is calculated with the prevailing Rotary exchange rate.

• How can Rotarians of Sri Lanka, Pakistan & Bangladesh order for publications?

Rotarians for all these countries can place their orders directly to RISAO or through Fiscal Agent. The payment against any priced publication(s) may be deposited with the Fiscal Agent in their respective countries. Sharing a copy of receipt by fax / email with RISAO along with the order, would enable a prompt execution.
