| CHANGES IN THE ROTARY INTERNATIONAL COLLECTION CYCLE |
| In October 2003, the Board of Directors of Rotary International amended the policy regarding the collection of outstanding club financial obligations. The key dates of the collection cycle are: |
- By 1 June & 1 December Clubs to submit amended membership lists for accurate SAR billing (via the Member Access area of Rotary’s website, e-mail to data@rotaryintl.org, or faxing 1-847-733-9340 or via the International Office which serves your area).
- 1 July & 1 January – Dues are due and payable
- 1 April & 1 October - Reminder Letters are sent to club secretaries
- 1 July & 1 January – Termination for non-payment of outstanding financial obligation arising from prior Semi-Annual Dues periods.

| Beginning with the July 2004 Semi-Annual Report (SAR), clubs will be terminated for nonpayment of financial obligations in excess of US$250 and for more than 180 days from the due date |
| Other key points to note: |
- Within 270 days (nine months) from the due date, a terminated club must fully pay its financial obligations, including all semi-annual dues that continue to accrue and a US$10 per member reinstatement fee.
- After 270 days (nine months), a terminated club must fully pay its financial obligations, including all semi-annual dues that continue to accrue, a US$10 per member reinstatement fee, and a $15 per member application fee along with an application for charter as a new club.
- A club may only revise its membership list within 365 days (1 year) from the semiannual period due date.
- In order to maintain a club’s name, history and charter, it must be reorganized no later than 365 days (1 year) from the termination date.
- To ensure proper recording of your payment, your club number and invoice number or the purpose of the payment must be included.

| 9.020. Clubs in Arrears to RI |
| The procedures outlined in the following subsections govern the payment by clubs of financial obligations to RI: |
| 9.020.1. Notification of Non-Payment of Per Capita Dues |
| Notification to all clubs of the Board's policy relating to non-payment of per capita dues and other financial obligations to RI shall be included in the letter transmitting each semiannual report. |
| 9.020.2. Procedures for Collection of Club Past Due Financial Obligations |
| RI has adopted Procedures for Collection of Club Past Due Financial Obligations, which include the following: |
- Reminder notices to clubs with unpaid financial obligations in excess of US$250 will be sent 90 days (three months) from due date
- Termination of clubs with unpaid financial obligations in excess of US$250 will occur 180 days (six months) from due date
- Any terminated club that has fully paid its financial obligations, which will include a US$10 per member reinstatement fee, within 270 days (nine months) from the due date will be reinstated
- Unpaid financial obligations of US$50 or less will be written off after 270 days from the due date
- Letters requesting payment will be sent to clubs with balances of US$250 or less, but termination will not be mentioned
- A record of clubs with consistent patterns of nonpayment under US$50 will be maintained. After two cycles of nonpayment, the general secretary has discretionary authority to terminate services
- Records of all write-offs of club financial obligations will be maintained for review by the Board at any time.

| 9.020.3. Notification to Clubs of Non-Payment and Termination |
- Clubs shall be notified at the end of the first quarter of a club's non-payment and its forthcoming termination unless payment is made by the end of the current semiannual period, or unless arrangements acceptable to the Board are made to pay them. The termination notification shall be sent by registered mail (return receipt, recorded delivery, et al.) at the end of the semiannual period of the club’s termination due to unpaid financial obligations.

| 9.020.4. Reinstatement of Terminated Club |
- If, within 90 days of the date of termination, the club pays its outstanding obligations, including a reinstatement fee of US$10.00 per member, or satisfactory arrangements have been made to pay them, the club will be reinstated as a member in good standing and receive the full services of the association.

| 9.020.5. Clubs in Restricted Currency Countries |
- Clubs located in restricted currency countries which, despite their best efforts are unable to transmit payments due to RI, will not automatically be terminated. Such clubs are required to establish, to the satisfaction of the Board, that they have provided for an adequate financial reserve, holding the amounts due to RI with the understanding that such funds will be released to RI upon demand within the country in which the club is located, or transmitted to RI's bank account at the earliest possible date.

| 9.020.6. Exceptions to Club Notification and Termination Procedures |
- The general secretary is authorized to make exceptions implementing these guidelines which in the general secretary's judgment are warranted, based on special or unique circumstances.

- Copies of notifications of termination will be sent to the governors and to the director(s) in the area.

| 9.020.8 Reinstatement of Clubs Terminated Due to Non-Payment of Financial Obligations |
- A terminated club may only seek to be reinstated up to one year(365 days) after its termination. when a club seeks to be reinstated within 90 days of termination, it must pay the full amount of its outstanding financial obligations at the time of termination. all semiannual dues payments that have continued to accure during the period between termination and reinstatement, and a US$ 10.00 per member reinstatement fee. When a club seeks to be reinstated more than 90 days but less than 365 days after termination, it must fulfill all the requirements of club seeking to be reinstated within 90 days of termination and , in addition, it must complete an application for reinstatement and pay a US$ 15.00 per member application fee. A club seeking to be reinstated may only revise its membership list within one year(365 days) of the semiannual period due date. if only partial payment is made by 365th day following termination, that amount will be applied to the terminated club's delinquent financial obligation. Terminated clubs that have not fulfilled their entire financial responsibility, which includes the full amount of their outstanding financial obligation at the time of termination, all semiannual dues payments that have continued to accure during the period between termination and reinstatement, the application fee, and the reinstatement fee within 365 days of termination, shall lose their original charter and are not eligible for reinstatement. Reinstated clubs shall maintain their name, history, and charter, and are considered members in financial good standing eligible to receive the full service of the association.

| Rotary International |
- The Semi-annual dues payable by the clubs are to be calculated on the following basis:
- Per Capita, payable semi-annually, @ USD 23.50* per member existing as on 01 July 06 and 1 January 07.
“*” – Increase passed by Council of Legislation in June 2004. These dues would increase US $ 4.00 every year (US $ 2.00 every semi-annual period) for the next two Rotary years (2005-06 and 2006-07)
- Dues for Council on Legislation, payable in July, @ USD 1 per member existing as on 1 July. Please note that a club with less then 10 members is required to pay semiannual dues and COL dues for 10 members.
- Subscription for ‘The Rotarian’, payable semi-annually, @ USD 6 per subscriber. Rule for minimum 10 members does not apply for magazine subscription.
- Pro-rata dues, payable semi-annually, @ USD 11.75* for every member who joins a club between 2 July to 30 September 06 and 2 January to 31 March 07 .
“*” Increase passed by Council of Legislation in June 2004. These dues would increase proportionately with the increase in per-capita dues i.e. US $ 2.00 every year (US $ 1.00 every semi-annual period) for the next two Rotary years (2005-06 and 2006-07)
- ° Pro-rata dues are to be paid only when billed in the Semi-Annual Dues Invoice.
- Cheques/ drafts sent for payment of semi-annual dues, publications purchased, etc should be in the name of ‘Rotary International South Asia Office’.
- Cheques/ drafts to include the name/ number of the club at the back.
- List of members or SAR must accompany RI dues and other payments.
- Please detach the top portion of the Semi-annual dues invoice and send it along with the payment.
- Payment to be applied to Invoice specified at the time of the payment.
- Pay SAR dues timely within one month of start of the semi-annual period.
- Publications to be sold only on pre-payment basis.
- Payment for publications can be made with the Visa or Mastercard for Rotarians visiting our office.

| Rotary Foundation (India) |
- Use contribution forms while contributing to RF(I).
- Cheques/ drafts sent for the contributions should be in the name of ‘Rotary Foundation (India)’.
- Cheques/ drafts to include the name/ ID of the donor, name/ number of the club and district number at the back.
- Receipts are to be issued in the name of the Drawer of cheque/ draft.
- Single receipt to be issued against a single cheque/draft.
